CSRD and Scope 3: What It Means for Hotel FF&E and OS&E Buying

CSRD, the EU's Corporate Sustainability Reporting Directive, does not directly apply to most independent hotels. Since the Omnibus I reform took effect on 18 March 2026, direct reporting obligations fall only on companies with more than 1,000 employees and over 450 million euros in annual turnover, well above any property in the 20 to 200 key range this guide is written for. If your hotel is not part of a large group, you are very unlikely to be filing a CSRD report yourself.

That is the accurate answer, and it is also not the end of the story. The pressure is arriving at independent hotels anyway, indirectly, through the companies that book them.

Who is actually in scope, and who isn't

Before the Omnibus I revision, CSRD's scope was far wider and due to sweep in tens of thousands of mid-sized companies across the EU. The reform pulled that back sharply: only large undertakings above the employee and turnover thresholds above remain directly obligated, and the next wave of smaller companies that would have been caught has been pushed out to 2028 at the earliest, with the underlying reporting standard itself still being simplified.

A large hotel group, an international brand operator, or a corporation that owns hotels as part of a wider portfolio can fall inside that threshold. A single independent property, or a small group of two or three, almost never will. Treat any supplier or consultant telling an independent hotelier they must personally file a CSRD report as either misinformed or selling something unnecessary.

Where hotels sit inside someone else's Scope 3

Scope 3 is the part of a company's emissions reporting that covers everything in its value chain rather than its own operations, purchased goods and services on one side, and for a company that books hotel stays for its employees, the hotel stay itself on the other. A large company that is in CSRD scope has to account for both directions.

• As a buyer. If your hotel were large enough to be in scope, your FF&E and OS&E purchases would sit inside your own Scope 3, category 1, purchased goods and services. Almost no independent property needs to report this itself.
• As a supplier of hotel nights. A corporate account booking rooms for its staff has to account for that stay inside its own Scope 3, category 6, business travel. This is where an independent hotel actually enters someone else's compliance picture, regardless of its own size.
• Through a distribution platform. OTAs and corporate travel management platforms increasingly build sustainability scoring into how properties are ranked and surfaced, driven by their own large-enterprise customers asking for it.

What this pressure looks like in practice

Not a compliance letter. It shows up as a line in an RFP, a field in a corporate travel programme's supplier questionnaire, or a sustainability score on a booking platform that a property has no direct control over unless it supplies the underlying data.

• Corporate travel RFPs increasingly ask for sustainability credentials alongside rate and availability, sometimes as a scored criterion, sometimes as a pass or fail gate.
• Some booking platforms now surface a sustainability badge or score, built from data properties submit voluntarily, and a property with nothing to submit ranks behind one that does.
• Hotel groups and management companies that are themselves in CSRD scope are starting to push supplier questionnaires down to independently owned or franchised properties in their network.

What to actually ask an FF&E or OS&E supplier for

The useful preparation is not a compliance filing, it is being able to answer a handful of questions when a corporate account or platform asks them. This is worth raising directly with whoever supplies your FF&E and OS&E: ask what they already hold on file before assuming nothing exists. A surprising amount of this documentation already sits somewhere in a supplier's records, freight manifests, material specification sheets, factory audit reports, it just hasn't been assembled into a form a corporate questionnaire recognises.

• Can they supply a product-level Environmental Product Declaration (EPD) for at least the higher-volume lines, or are they working toward one.
• Do they know their own freight footprint by lane, not just in general terms, since supplier proximity is one of the largest levers on embodied transport emissions.
• Can they name their material sourcing (FSC chain of custody, recycled content percentage) rather than describing it qualitatively.
• Do they have a documented environmental policy at the company level, even an informal one, that a corporate questionnaire can point to.

Worth doing even though you are not required to

The commercial case is separate from the compliance case. A property that can answer a sustainability questionnaire in an afternoon, because the documentation already exists from its suppliers, keeps a corporate RFP moving. A property that cannot answer at all, or takes three weeks chasing paperwork that was never collected, loses the business to a competitor who could answer immediately. This has nothing to do with whether CSRD legally applies to either property.

It is also considerably cheaper to prepare for this in advance than in response to a live RFP. Building the documentation habit into ordinary FF&E and OS&E procurement, asking for an EPD or a freight lane figure at the time of ordering rather than retroactively, costs almost nothing extra per order. Reconstructing the same information after the fact, across every supplier a property has used over several years, is a genuinely large task most properties only attempt once they are already under pressure to answer a specific questionnaire by a specific date.
